  • 7 plans compared: SAP Concur Base, SAP Concur Plus, SAP Concur Premium, Expensify Submit, Expensify Collect, Expensify Control, annual, Expensify Control, pay-per-use
  • SAP Concur Base (best for: Smaller businesses with basic expense reporting): From $7 per report
  • SAP Concur Plus (best for: Teams that want receipt capture and a help desk): From $11 per report
  • SAP Concur Premium (best for: Companies that want travel booking in the same contract): Custom pricing
  • Expensify Submit (best for: One employee whose company has no expense tool): Free

For a mid-size finance team on an ERP, SAP Concur is usually the cheaper and deeper fit, as long as employees file about one report a month. At that volume, 100 filers cost $8,400 a year on Concur Base, against $21,600 on Expensify Control's annual plan, the tier you need for NetSuite or Sage Intacct. Expensify wins for teams on QuickBooks or Xero: Collect lists $5 per member a month.

Prices below are list prices as of October 21, 2026, read on SAP Concur pricing, Expensify pricing and Expensify's pricing explainer. Toolradar data: among the 87 expense management tools ranked by Toolradar, the software directory we run, SAP Concur was the second most compared in the 90 days to October 2026, with 289 side-by-side comparisons (expense management ranking). Buyers put Concur next to something else more often than almost any tool in the category, and Expensify is one of the usual pairings (Expensify vs SAP Concur on Toolradar).

Concur says its per-report price varies with monthly commitment, and that the more you commit, the less you pay per report. Read its figures as published starting points, not as your quote. Expensify publishes fixed prices, but its Control price moves with two choices you make: annual or pay-per-use, and how much spend runs on its own card.

The billing split decides the cost

SAP Concur charges for activity, Expensify charges for people. Every Concur tier lists unlimited users, so an approver, an auditor or an employee who files nothing this month costs nothing. The bill grows with the number of reports. Concur's own pricing models article makes this case and adds that a contract commits to a transaction volume, with overage visibility and tiered discounts for higher commitments.

Expensify counts people, and it counts them three different ways. Collect bills every unique member in the workspace, whether or not they touched Expensify that month. Control on pay-per-use bills active members, meaning anyone who created, submitted, approved or exported expense data, according to Expensify's billing definitions. Control on an annual plan bills the full subscription size every month, even if some of those seats sit idle.

That split means the same company can get opposite answers. A team that files often favors Expensify's flat per-member price. A large company with many occasional filers favors Concur, because it pays nothing for the people who stay quiet.

What a 100-filer team pays each year

Take a mid-size company where 100 employees file expenses and approve their reports inside the tool, and the ledger is NetSuite. NetSuite and Sage Intacct sit on Expensify Control, so Collect is out. The table is our arithmetic on list prices, with the Expensify annual subscription sized at exactly 100 members.

Reports per filer per month Concur Base (a year) Concur Plus (a year) Expensify Control annual (a year) Control annual, full card discount (a year)
1 $8,400 $13,200 $21,600 $10,800
2 $16,800 $26,400 Same as row 1 Same as row 1
3 $25,200 $39,600 Same as row 1 Same as row 1

Three findings come out of the table. First, Control's annual price only beats Concur Base once filers average about 2.6 reports a month each (18 divided by 7), and it beats Plus at about 1.6. Second, the Expensify Card changes the race: at the full 50% discount, Control matches Concur Base at about 1.3 reports a month and undercuts Plus at any volume above 0.8. Third, Control on pay-per-use costs $43,200 a year for the same 100 active people, so the annual commitment is the only Expensify option that competes here.

The card discount is not automatic. Expensify ties it to the share of approved USD expenses in the workspace that ran on the Expensify Card that month, rising in proportion up to the 50% cap, and it applies to annual Control subscriptions. A team that keeps most spend on another corporate card should budget at the undiscounted annual rate.

The headcount trap: 300 employees, 60 filers

Now flip the shape. A 300-person company puts everyone in the expense tool for policy and per diem reasons, but only 60 people file a report in a typical month, one report each.

  • Concur Base: 60 reports a month x 12 x $7 = $5,040 a year. The other 240 employees cost nothing.
  • Expensify Collect: 300 unique members at the Collect rate for 12 months = $18,000 a year, because Collect bills every member regardless of activity.
  • Expensify Control, pay-per-use: 60 active members x $36 x 12 = $25,920 a year, assuming the 60 are the only people who touch the tool.

This is where Concur's model pays off. For Expensify, the fix is workspace hygiene: invite only the people who file, so Collect's member count matches the active count. On Control annual, size the subscription to the active group, since Expensify bills extra active members above that size at the pay-per-use rate and does not let you reduce the size until renewal.

Travel: included on one, quote-only on the other

Expensify lists travel booking and travel rules on Collect, so both paid plans can book flights, hotels, cars and rail inside the product. The booking has a per-trip fee. Expensify's travel support article charges $15 for a trip booked or changed by the traveler, and $25 when a travel agent books or changes it. At 200 self-booked trips a year, that adds $3,000, by our arithmetic.

Concur Travel sits only on Premium, which has custom pricing, so the travel side of a Concur contract cannot be costed from public information. A company that wants travel and expense in one Concur contract is buying Premium and should ask for both line items in the quote. If travel is the main job, our Navan vs SAP Concur comparison and the corporate travel management software ranking cover platforms built around booking.

Who wins each dimension

Corporate card Connects to corporate card feeds Expensify Card with 1% cash back on US purchases, 2% on monthly spend above $250,000 Expensify

Concur takes four rows and Expensify four. The tie is the point: the right pick depends on which rows your finance team weighs. A controller with an SAP or multi-country close weighs integrations and tax most, which points to Concur. A US team on QuickBooks with frequent filers weighs entry price and travel, which points to Expensify.

Where each one falls short

SAP Concur's weak points are the entry tier and the opaque top. ExpenseIt, Concur's AI receipt capture, and the User Support Desk are listed from Plus up, so a receipt-heavy team that wants them pays the higher per-report rate. Travel and Concur Intelligence sit on Premium with no list price. Concur's integration catalog is large, so ask which ERP connector your tier and contract include before you sign. The SAP Concur review covers the product in more depth, and SAP Concur alternatives lists what teams move to when they leave.

Expensify's weak points are the ERP jump and the seat rules. NetSuite and Sage Intacct live on Control, so a team that outgrows QuickBooks moves from the Collect rate to $18 per member a month on an annual plan, more than triple the cost per head. The annual subscription cannot shrink mid-term, and active members above its size bill at $36. Collect has no annual option and bills idle members. Workspaces created before April 1, 2025 stay on legacy Collect pricing of $10 per active member on pay-per-use. Our Expensify pricing breakdown runs the plan math at more team sizes, and the Expensify review covers the product.

Which one should a mid-size finance team pick?

  • Pick SAP Concur Base or Plus if you run SAP, NetSuite or Sage Intacct, employees file one or two reports a month, many people sit in the tool without filing, or you close books in several countries.
  • Pick Expensify Collect if the ledger is QuickBooks Online or Xero and you want approvals, reimbursement and travel booking at a flat, predictable price per member.
  • Pick Expensify Control annual if you need ERP sync, filers average three or more reports a month, and you can run most spend on the Expensify Card to earn the discount.
  • Look past both if corporate cards drive most spend. Our Ramp vs Expensify and Navan vs Expensify comparisons cover card-first options, and the best expense management software ranking lists the wider field, including Expensify alternatives.

How we compared

We read SAP Concur's pricing, expense and integrations pages and its pricing models article, and Expensify's pricing page, pricing explainer, billing definitions and travel support article, all on October 21, 2026. The 100-filer and 300-employee figures are our arithmetic on those list prices, not quotes: Concur prices vary with commitment, and Expensify discounts depend on card usage. The Toolradar comparison count comes from its live expense management leaderboard on the same date. We did not run either product; the comparison rests on the vendors' published terms. Toolradar's product pages are SAP Concur and Expensify.

FAQ

Is SAP Concur more expensive than Expensify?

Not always, because the two bill different things. SAP Concur charges per report filed, while Expensify charges per member, with Control's annual plan at $18 a member for teams on an ERP. For 100 filers who each file one report a month, Concur Base costs less at list. Once those filers average three reports a month, Expensify Control annual becomes the cheaper contract.

How much does SAP Concur cost per user?

SAP Concur does not price per user. Base starts at $7 per report and Plus at $11 per report, both with unlimited users, on Concur's pricing page read on October 21, 2026. Premium, which adds Concur Travel, has custom pricing. Concur says the per-report price falls as the monthly commitment grows.

Does Expensify integrate with NetSuite?

Yes, on the Control plan. Expensify's pricing page lists NetSuite, Sage Intacct and QuickBooks Desktop under Control, while Collect covers QuickBooks Online and Xero. Control costs $18 per member a month on an annual subscription, or $36 per active member on pay-per-use, with up to 50% off the annual price based on Expensify Card usage.

Can SAP Concur and Expensify both book travel?

Yes, on different plans. Expensify includes travel booking on Collect and Control, with a $15 fee per self-booked trip and $25 when an agent handles it. SAP Concur includes Concur Travel only on Premium, which is priced by quote, so a Concur buyer cannot compare travel costs without asking sales.

Which is better for a company with many occasional expense filers?

SAP Concur, in most cases. Its tiers include unlimited users and charge per report, so employees who file nothing in a month cost nothing. Expensify Collect bills every member in the workspace, so a 300-person workspace with 60 monthly filers pays for all 300. Keeping only filers in the workspace narrows that gap.

Is there a free version of either tool?

Expensify has a free Submit workspace for an individual whose company has not adopted Expensify, with receipt scanning and expense reports but no approvals, payments or accounting sync. SAP Concur lists no free plan on its pricing page: Base, Plus and Premium are all paid.
