NetSuite Pricing in 2026: License, Users, Modules, and Hidden Fees
NetSuite has no public USD price in 2026. See how the annual license, users, modules, and service tiers bill, and what 10 users cost on Business Central and Xero.

- 10 options compared: NetSuite core license, NetSuite OneWorld, NetSuite Revenue Management, Business Central Essentials, Business Central Premium, Business Central Team Members, Dynamics 365 Finance, Dynamics 365 Finance Premium, Xero Established, Sage Intacct
- NetSuite core license (best for: A company that has outgrown a single-entity ledger and will sign an annual contract): Not published in USD. Annual subscription, plus a one-time implementation fee
- NetSuite OneWorld (best for: Subsidiaries, currencies, and a consolidated close): Add-on module. Fee not published
- NetSuite Revenue Management (best for: ASC 606 or IFRS 15, with allocations and revenue plans): Add-on module. Fee not published
- Business Central Essentials (best for: Finance, sales, inventory, and projects inside Microsoft 365): $80/user/mo, paid yearly
Oracle does not publish a NetSuite list price in USD. In 2026 the license is an annual subscription in three parts, the core platform, optional modules, and users, plus a one-time implementation fee that is also unpublished. You can price a 10-person ledger team on Dynamics 365 Business Central Essentials at $80/user/mo, or on Xero Established at $90/mo with no per-user fee, and you cannot run that multiplication on NetSuite.
Prices below were verified on 23 September 2026 on NetSuite's own product pages, the module guide, and the Oracle license docs. Toolradar data: Toolradar, the software directory we run, evaluated 247 accounting and bookkeeping tools for its September 2026 ranking, listed at accounting software. NetSuite's directory page is NetSuite.
NetSuite is Oracle's cloud ERP: one database for the general ledger and the operational modules you license on top of it. Buy it when orders must post with the close, and skip it when one entity can already read a price.
At a glance
| What you are buying | Best for a finance team | USD price, September 2026 | What that price leaves out |
|---|---|---|---|
| NetSuite core license | A company that has outgrown a single-entity ledger and will sign an annual contract | Not published in USD. Annual subscription, plus a one-time implementation fee | Optional modules, every full user, and the service tier |
| NetSuite OneWorld | Subsidiaries, currencies, and a consolidated close | Add-on module. Fee not published | Not included in the base financials |
| NetSuite Revenue Management | ASC 606 or IFRS 15, with allocations and revenue plans | Add-on module. Fee not published | Not included in the base financials |
| Business Central Essentials | Finance, sales, inventory, and projects inside Microsoft 365 | $80/user/mo, paid yearly | Manufacturing, service management, and Copilot Credits for agents |
| Business Central Premium | Essentials plus manufacturing and service orders | $110/user/mo, paid yearly | Copilot Credits for agents, sold separately |
| Business Central Team Members | Read access, approvals, and limited updates | $8/user/mo, paid yearly | Not a full ledger user |
| Dynamics 365 Finance | Core financials, with planning you can read | $210/user/mo, paid yearly | Creating a budget needs Premium. Invoice capture is capped per tenant |
| Dynamics 365 Finance Premium | The same ledger, plus plans and forecasts you can edit | $300/user/mo, paid yearly | A higher invoice-capture cap, still per tenant, not per seat |
| Xero Established | A small ledger with multi-currency and no seat fee | $90/mo, billed monthly | Not a consolidation engine or an ASC 606 subledger |
| Sage Intacct | Finance-first mid-market accounting, quoted to the chart of accounts | Not published in USD. Annual subscription | A custom quote by size and module |
A cloud ERP, for this audience, is the system that posts the close, so a seat price that ignores modules, transaction volume, and implementation is not a budget.
What the annual license actually contains
The base platform is the ledger a single entity can close without another module. Oracle's module guide says the general ledger, payables, receivables, and cash management need no extra module. The product overview adds inventory, order management, and tax management. SuiteTax, the multi-country indirect tax setup on the OneWorld page, is not that base tax feature. Two software updates a year come with the subscription, and Oracle hosts the system, so there is no separate maintenance percentage.
Modules are where the same headcount becomes a different contract. The guide says modules are licensed separately, fees vary, and you can add one during the contract. OneWorld is subsidiaries and consolidation: buy it for intercompany in spreadsheets, and skip it for one legal entity. Revenue Management is allocation and scheduling under ASC 606 and IFRS 15, which a ship-and-bill company can skip. Advanced Financials is budgeting, allocations, amortization, and statistical accounts, and SuiteBilling is subscription and usage invoices. Planning and Budgeting sits in the EPM family, next to account reconciliation and a separate close-and-consolidation product.
Oracle prints none of those module fees, so user count alone is not the price. A single-entity ledger is a smaller negotiation than OneWorld plus Revenue Management plus SuiteBilling. Price those jobs outside the ERP, on the revenue recognition, consolidation, and billing software lists, until the module is on the order form.
Implementation is a second invoice, and it belongs in the same cell as the annual license. Oracle states a one-time setup fee and does not state the amount. Its ERP pricing article, speaking about the category rather than a NetSuite rate card, puts installation in the low-to-mid five figures for a small firm and in the millions for a complex enterprise. SuiteSuccess is the packaged project path, and no public edition carries a price, so the partner statement of work is what you can sign.
Users are counted by email, and most of the company should not be a full user
A full user is an email, not a pile of roles on that email. Any standard or custom role that does work in the account makes that email a Full Licensed User, and several roles on one email are still one user. Employee Center on top of an administrator role is still one full user. Employee Center alone is not counted, which is the right seat for people who never touch the close. The billable total is at Setup, Company, View Billing Information.
Employee Center covers timesheets, expenses, and pay slips, not journals. Keep the close on full users, and put the rest of the company here if the quote prices this category below a full user. Oracle documents the category and publishes neither rate, so you cannot multiply a per-employee figure from the website without overstating the bill.
Portals and light approvers stay outside that count, so do not quote them as full seats. Oracle's service-tier FAQ excludes Customer Center, Partner Center, Advanced Partner Center, Vendor Center, and the specialized CRM, project manager, site operator, view-and-approve, and warehouse roles. Retail clerk is its own license type, which keeps store staff out of the full-user total. A custom role with wider permissions puts that email back into the full-user total, so match the role list to the billing screen before you sign.
Service tiers are a volume contract, and the line count is not the line count on the form
The tier is a volume cap with no printed price, and it can cost more than seats. The service tier table sets ceilings for users, file storage, monthly transaction lines, and SuiteCloud Plus licenses you may buy. The line figure is a six-month average across transaction types, so one heavy close does not by itself force an upgrade.
| Service tier | Users | File cabinet | Monthly transaction lines (6-month average) | SuiteCloud Plus licenses you may buy |
|---|---|---|---|---|
| Standard | Up to 100 | 100 GB | 200,000 | Up to 1 |
| Premium | Up to 1,000 | 1,000 GB | 2 million | Up to 3 |
| Enterprise | Up to 2,000 | 2,000 GB | 10 million | Up to 6 |
| Ultimate | Up to 4,000 | 4,000 GB | 50 million | Up to 12 |
The sales order undercounts the lines that can push you up a tier. In Oracle's example, one assembly with five components is seven transaction lines: the main line, the assembly, and the five components, while the form can show two. The Service Tier Dashboard shows last month and the six-month average, and that dashboard is not available in the sandbox.
A breach produces a banner and an email to administrators, and only file storage then gets a grace period. Storage has 90 days to clean up or discuss an upgrade, and users and the line average do not. Oracle does not print the fee to leave Standard, so a company near that 200,000-line cap should price the next tier in the original quote. The SuiteSuccess Transaction Types workbook splits the current month by type before that conversation.
SuiteCloud Plus and the sandbox are licenses, not defaults
SuiteCloud Plus is paid concurrency, and no tier includes it. You buy it so more SOAP, REST, scheduled scripts, CSV imports, and asynchronous searches can run together. The tier only caps how many you may buy: one on Standard, three on Premium, six on Enterprise, twelve on Ultimate. On Standard, zero Plus licenses means an integration concurrency limit of 5 and 2 processors. One license moves that limit to 15 and the processors to 5. A bank feed, a payroll sync, and a storefront can share the limit of 5 and then stall, so buy Plus if those run together and skip it for a single feed, because Oracle publishes no fee for the license.
The sandbox is its own license, and testing is not free capacity. With an active sandbox license you can request a refresh. A Standard account refreshes only from production, while Premium, Enterprise, and Ultimate can choose the source. The tier table does not list a sandbox as included capacity, and Oracle now offers one sandbox option rather than a separate premium sandbox. Budget a sandbox if you will test a close or a script before production.
What 10 full users cost when the vendor prints a price
Treat the printed rates as a ceiling check, not as a NetSuite price. For 10 named users, license only, our arithmetic on the September 2026 list prices is below. It excludes implementation, tax, add-on modules, and any minimum the product terms impose but the pricing page does not print.
| 10 full users, license only | Monthly list | Year, our arithmetic |
|---|---|---|
| Business Central Essentials, paid yearly | 10 times the Essentials rate | $9,600 |
| Business Central Premium, paid yearly | 10 times the Premium rate | $13,200 |
| Dynamics 365 Finance, paid yearly | 10 times the Finance rate | $25,200 |
| Dynamics 365 Finance Premium, paid yearly | 10 times the Premium finance rate | $36,000 |
| Xero Established, no per-user fee | The org price, whether you have 2 users or 10 | $1,080 |
Business Central is the published mid-market seat to set beside a blank NetSuite quote. Microsoft's pricing page bills Essentials and Premium yearly, and Team Members read, approve, and make limited updates for people outside the close. Essentials covers finance, sales, purchasing, inventory, warehouse, and projects, and Premium adds manufacturing and service, so skip Premium with no plant and no service desk. Agents on either plan need Copilot Credits, sold separately from the seat. Microsoft's licensing guidance still prints $70 and $100 in one attach-price table, and the budget should use the pricing page rather than that stale pair. The September 2026 licensing guide includes up to 3 external accountant licenses per tenant, with the same rights except user setup, so an outside CPA need not take a full seat.
Dynamics 365 Finance is the deeper ledger, and a budget you can edit is a higher seat. The Finance pricing page lists both editions, paid yearly. Creating plans, budgets, forecasts, or financial analysis reports requires Finance Premium, while read-only planning stays on the base license. The licensing guide includes 100 electronic invoices and 100 invoice-capture transactions per tenant per month on Finance, and 200 of each on Premium. That cap does not roll over and does not rise with extra seats, so a few hundred vendor bills a month already clears the base allowance. Microsoft points any seat minimum to the product terms, the pricing page does not print one, and the directory entry is Dynamics 365.
Xero is the control case, and it is not an ERP. The US pricing page lists Early at $25/mo, Growing at $55/mo, and Established at the org price above, with no per-user fee, after the intro period. Early allows 20 invoices and 5 bills, which makes it a starter file rather than a busy close. Multi-currency and projects sit on Established, the tier to price for more than one currency. New US customers get 90% off the base plan for 6 months through 30 September 2026, and the discount skips add-ons, so do not annualize the intro rate. Xero says prices increase from 1 October 2026 and does not print the new rates on that page. Payroll, powered by Gusto, is $36/mo plus $6 per person. None of this consolidates entities or runs ASC 606.
Sage Intacct also withholds a US list price, so the websites cannot name a winner. The US pricing page asks for a quote by module and organization, on an annual subscription. Compare the proposals on entities, revenue rules, and full users, and treat anything not in writing as no price at all.

What to put in the board model
Headcount alone is not a NetSuite budget. Ask for the annual core license, a fee beside each module, full users versus Employee Center and specialized users, the service tier plus the price to move up, and the implementation statement of work, including the sandbox and SuiteCloud Plus. Oracle's public pages state no renewal uplift and no cap, so a cap missing from the order form does not exist.
Do not spread the license across every employee on the payroll. Ten full users and 200 people on Employee Center is a different contract from 210 full users. Have the reseller export the role on each email and match it to View Billing Information.
Name the module the close actually needs, and leave the rest off. Consolidated financials mean OneWorld, an ASC 606 audit means Revenue Management, and a budget inside NetSuite means Advanced Financials or Planning and Budgeting. A planning tool you already pay for may stay cheaper. That comparison is FP&A software, budgeting and forecasting, and the Datarails review. Work those tools do not post to the ledger is in AI for the financial close and financial reporting tools.
The OneWorld survey is not a savings line you can drop into the model. 84% of surveyed customers said they saved 5 to 8 hours a month on intercompany netting and eliminations. The page prints no sample size and no fieldwork date, so it is a vendor survey, not a promised close-day saving. The footprint, if you do buy the module, is 27 languages, 190 currencies, and SuiteTax reporting for more than 110 countries.
Who should take the meeting
Take the meeting when the close already breaks across entities or revenue rules. Multi-subsidiary consolidation, several currencies, and ASC 606 in spreadsheets are the jobs OneWorld and Revenue Management are sold to do. A product company whose order lines will blow a small-ledger invoice cap belongs in that same conversation, because the tier, not the seat, is what will move the bill. Read the NetSuite review for the operating picture, and the accounting software list if the shortlist is still open.
Stay on a published price when you have one entity and a simple revenue rule. Xero Established or Business Central Essentials will tell you the annual license before a sales call. Moving to NetSuite for a subsidiary you might add later means paying for OneWorld, an implementation, and a tier you cannot see on a website. If the pain is the card file posting into the ledger, price that connector in the Ramp vs Brex comparison rather than assuming the ERP quote includes it.
Skip NetSuite when nobody on the team will administer it. Oracle's pages describe a system you configure, with saved searches, roles, and a partner implementation, which a two-person finance team will pay for and then not use if all it wanted was a login and a bank feed. The QuickBooks Online review is the comparison for that team.
How we priced this
We read NetSuite's product overview, module guide, OneWorld page, revenue recognition page, and Oracle's license-type, service-tier, SuiteCloud Plus, and billing FAQ pages on 23 September 2026. Competitor rates come from Microsoft's Business Central and Dynamics 365 Finance pricing pages, Microsoft's September 2026 licensing guide, Xero's US pricing page, and Sage Intacct's US pricing page. The 10-user totals are our multiplication of those published rates and are not vendor quotes. NetSuite and Sage Intacct publish no USD list price, so both stay quote-only here. Nobody paid for placement, and Louis Corneloup, founder of Toolradar and Dupple, edited the piece, so re-check the order form before a signature. The NetSuite review is the product verdict, and this page is only the bill.
FAQ
How much does NetSuite cost in 2026, once modules and users are in?
Oracle does not publish a USD list price, so headcount alone will not produce a budget. The contract is an annual license of core platform, optional modules, and users, plus a one-time implementation fee. The general ledger, payables, receivables, and cash are in the base. OneWorld, Revenue Management, SuiteBilling, and the budgeting modules are separate, and those fees stay off the website until a quote.
Does NetSuite charge per user, and who counts as a full user?
Users are one of the three license parts, and Oracle does not print the rate. A Full Licensed User is an email with any standard or custom role that works in the account, and several roles on that email are still one user, so extra roles are not extra seats. Employee Center alone does not count, and neither do the customer, vendor, and partner centers or the specialized view-and-approve, CRM, project manager, site operator, and warehouse roles. The billed count is at Setup, Company, View Billing Information.
Is there a free NetSuite plan or a self-serve trial?
No. Oracle publishes no free plan and no self-serve trial, so the public path is a product tour and a sales quote, not a ledger you can close. A sandbox requires its own active license, which is not in the service-tier table, and that fee is unpublished. Xero and Business Central are the products on this page with a list price you can budget before a call.
Which NetSuite modules does a CFO usually have to add?
Add OneWorld for subsidiaries, 190 currencies, and multi-country tax, and skip it for a single entity. Add Revenue Management for ASC 606 or IFRS 15, and SuiteBilling for subscription or usage invoices you would otherwise rate elsewhere. Add Advanced Financials or Planning and Budgeting if the budget has to live in NetSuite rather than in a tool you already run. Each is optional, each can be added mid-contract, and none has a public USD price.
What do 10 users cost on Business Central, Dynamics 365 Finance, and Xero?
On September 2026 list prices, 10 Business Central Essentials users are $9,600 a year, paid yearly. The same 10 on Dynamics 365 Finance are $25,200 a year, and building budgets there requires Finance Premium. Xero Established lists at $1,080 a year for the organization, not per user, before a 90% new-customer discount that runs through 30 September 2026. Xero has also dated a list-price increase at 1 October 2026 and has not printed the new rate, and none of these figures is a NetSuite quote.
What happens if you exceed a NetSuite service tier?
Administrators get a banner and an email, then a conversation with the account manager. File storage has a 90-day grace period, while users and the six-month line average do not. Standard stops at 100 users, 100 GB, and 200,000 lines a month. An assembly with five components can count as seven lines rather than the two on the form, so a product company should not trust the order's line count. Oracle does not publish the upgrade fee, so ask for the next tier before you are near the cap.
Is Sage Intacct cheaper than NetSuite on a published US price?
Neither US site publishes a list price, so cheaper is not knowable until both quotes are in writing. Both sell an annual subscription built from modules and users. Line the proposals up on entity count, revenue rules, full users, and implementation, since neither public page caps the renewal.
