Ramp is the better default for most finance teams in 2026 when QuickBooks Online or Xero is the ledger, because its free plan carries the card and expense software with no per-user fee. Choose BILL when approval policies and procurement decide the purchase, and budget $89 per user a month for its Corporate plan to get them. Both list $0.59 for a standard ACH payment, so the seat price is where the two really split.

Ramp is built around the card first, and BILL is built around the bill first. Both products reach into the other job, and that overlap is where the decision gets hard. The table shows the choice is less about features than about which plan carries the approval step and which ledger you run.
What 12, 30 or 75 users pay each month
The scenario is one finance team on QuickBooks Online, with every user billed as a full seat. The numbers below multiply published per-user prices by headcount, and they are our arithmetic, not a vendor quote. Ramp Plus uses the annual rate and leaves out the platform fee, so each Plus figure is a floor. The Ramp Free row at 75 users assumes the free plan still covers your policy and ledger needs.

The cheapest seat for a QuickBooks or Xero team is Ramp Free, which costs nothing at every size in the table. The cheapest BILL plan that syncs automatically is Team, and at 30 users it costs $1,950 a month before payment fees. Moving from Team to Corporate adds $24 per user a month, which is $288 a month at 12 users or $3,456 a year. That step only pays for itself if approvals or procurement are the bottleneck this year.
Payments are where the two look alike. A standard ACH payment costs $0.59 on both, and BILL's fee table charges the same amount whether the money comes from your bank, your BILL balance or its cash account. Ramp waives its standard ACH, standard check, same-day ACH and both wire fees when you pay from Ramp Checking. At 100 ACH payments a month, the fees come to $59 on either product. Paid from Ramp Checking, Ramp's total drops to $0. The AP automation pricing compared page prices a 200-bill month for the four vendors whose prices it could confirm.

Count the rows and the pattern is clear. Ramp takes the cost, card and payment-fee questions. BILL takes the approval, procurement and foreign-currency questions. The NetSuite row is the close call, because Ramp's connector sits on a listed plan and BILL's AP connector is on a quote. Buyers with several approvers and a NetSuite ledger should ask BILL for the Enterprise quote and Ramp for the Plus platform fee on the same day.
What the seat price leaves out
Ramp Plus has a platform fee, and Ramp publishes no dollar figure for it. The fee scales with team size, so every Plus total on this page is a floor. Ask for the number in writing during the 30-day Plus trial, and ask whether the annual discount covers the fee and whether it grows with each entity.
BILL charges approvers as full users on Essentials and Team. A manager who only signs off costs the same as the person who enters the bill. Corporate adds discounted approver-only seats, but BILL does not publish their price, so ask for it in the quote.
The card side of BILL has a price question of its own. BILL's pricing page lists Spend & Expense at $0. Its product page says pricing "is based on your business needs and the number of users." A $0 headline with a user-based quote is the one line on this page we could not pin down, so get it in writing.
Ramp's procurement add-on carries no list price. It is quote-only on Plus and Enterprise, so price it before you assume the seat covers your purchasing.
Ramp's fees changed recently. The standard ACH and standard check fees took effect June 1, 2026, so a quote or review from before that date can be out of date. Overnight check delivery at $20 and check attachments at $1 a page are not waived from Ramp Checking.

Neither vendor's public pages settle these, so put them in the quote request before the trial starts:
- What is Ramp's Plus platform fee at our headcount, and does the annual discount apply to it?
- Does Ramp Free include Bill Pay, and at which per-payment fees, since the fee schedule does not say which plan carries it?
- What does BILL Spend & Expense cost for our user count, given the product page makes the price depend on users?
- What is the approver-only seat price on BILL Corporate, and does Enterprise change it?
- Which exchange rate applies to our local-currency payments on BILL, and will the $19.99 USD wire fee fall on our suppliers?
Which one to pick
Pick Ramp when the ledger is QuickBooks Online or Xero, one expense policy covers the company, and you want the card and expense software with no per-user fee. Step up to Plus when the ledger is NetSuite or Sage Intacct, or when advanced approvals and several entities arrive, and put the platform fee on the same line as the seat. The team-size table multiplies published per-user prices by headcount and leaves out Ramp's platform fee, because Ramp does not publish it. The payment figure uses 100 standard ACH payments a month. We did not test either product. Re-check both pricing pages before you sign, and treat every Ramp Plus total as a floor.

Pay in local currency through BILL if its exchange rate is acceptable, and pay in USD from Ramp Checking if the wire fee is the bigger cost.
Can a team run both Ramp and BILL?
